Enforcement, licensing and sector regulation functions. Services include:

1. enforcing Vulnerable Adults Act;

2. setting operational standards in patrol and engagement for the care of  destitute persons as well as standard of case management for residents in welfare homes; 

3. looking after the welfare and safety of residents of homes through licensing and inspections of residential facilities; and

4. regulating charities and Institutions of a Public Character in the social and welfare sector.
